BACKGROUND: Tommy Oliver, a newcomer to Angel Grove, finds himself gaining the attentions of the evil space witch trying to take over the world (for some reason, by attacking this one specific town in California) after tying in a martial arts competition with Jason, another teenager who lives in Angel Grove and just happens to secretly be one of Angel Grove's suit-clad superhero defenders, the Power Rangers. The space witch, Rita Repulsa, decides that this new teen would be a great candidate for the power coin she has, and decides to make him her evil Green Ranger (which is actually how she referred to him. "Evil Green Ranger."). So she kidnaps him, brainwashes him, and sics him onto Those Pesky Power Rangers™.
As the evil Green Ranger, Tommy destroys the Power Ranger's Command Center, loads a virus into their robot companion and loses their mentor in time and space, destroys their zords, and nearly defeats them altogether. Things are going great for Rita right until the Power Rangers manage to destroy the evil sword that's keeping Tommy under her evil brainwashing spell. (Yes, that's a lot of evil.) He's immediately crushed by guilt over the damage he's caused, but the Power Rangers convince him to join their side and fight against Rita for the forces of good.
It's hard at first and Tommy keeps showing up late to all the fight parties (they aren't actually parties), but he manages to do some real good helping out the Power Rangers. But Rita's still pissed about losing her one power coin and her evil Green Ranger, so she uses this wax she had from when he was HER Green Ranger and turns it into a candle that slowly saps his powers so she can take them back for herself. In order to stop Rita from winning, Tommy had to give up his power coin to one of his teammates, someone with a stronger connection to the Morphin Grid that the Coins get their power from.
So Tommy gives his power coin to Jason and says goodbye to them (though they make sure he knows they're still his friends). He also finally manages to ask out the Pink Ranger, Kimberly, who he's liked since they met. He figured that was the end of his Ranger days, but when the parents of Angel Grove got kidnapped and the other Rangers were trapped in another dimension, it was up to Tommy to save the day again. He got his power coin back, but could only use it with significant help from the Ranger's mentor, Zordon.
Tommy returned to the team and his duties as a Ranger, but he knows that his days as a Power Ranger are numbered— Zordon can't keep charging the coin forever.
PERSONALITY: Tommy had been a loner up until he moved to Angel Grove, so he's still getting used to people being friends with him. He's got a cheer and good nature that can sometimes translate into a sort of well-meaning charm, often overcoming the worst of his social awkwardness. He doesn't always know how to approach people, but he's eager to get to know them anyway. He is a little shy with strangers, though, and despite his best intentions, he doesn't warm up immediately.
Tommy can be a bit absent-minded, but he really does try. Trying doesn't always mean succeeding... he once roundhouse-kicked a training dummy while practicing for football! When he needs to get serious, though, he can reign himself in and show the kind of focus and determination you'd expect out of a part-time superhero. His martial arts helps him balance and focus, and it brings him a little more down-to-earth. On the other hand, they also sometimes makes him a little arrogant, slightly too self-confident in his skills, but he's also able to acknowledge when other people are as good or better.
Despite getting used by the Forces of Evil™, he's genuinely a good guy. He's self-sacrificing to a fault. At least part of that is due to the guilt he carries for the deeds he did when he was brainwashed... But mostly, it's because he cares more about the well-being of his friends and the citizens of Angel Grove than his own. He rarely backs away from a fight, sometimes to his own detriment- stubbornness can be a double-edged sword. He usually at least tries to direct that stubborn refusal towards the forces of evil, making it a bit less obvious of a flaw.
POWER:
Power Ranger (canon)
With the aide of a morpher and a Power coin, Tommy can "morph" into the Green Ranger, a costumed fighter for justice. This gives the following benefits:
Dragon Dagger: his personal weapon. He can either use it as a dagger, or play it musically to project green concussive blasts of energy. It can also summon his zord— but that's back home at Angel Grove, and didn't come with him.
Blade Blaster: is exactly what it says on the tin— a laser blaster than can turn into a blade. It's not used very often, honestly, because the Dragon Dagger is better.
Dragon Shield: an extra layer of armour outside of his Ranger costume. The shield can be transferred temporarily to others as needed.
Dragon's Lightning
He can now summon lightning from his fingertips— though for some reason, it tends to come out in the form of green dragons. This ability also grants him an immunity to electrocution, at least, from his own lightning. Other sources are still as dangerous as ever.

It's with this in mind that he hasn't actually realized that his communicator is even working at first, even as he's been fiddling with it to make it work. He appears to have taken to wearing green like the colour is a fashion statement in and of itself— a dark green button-down shirt left unbuttoned over a green T-shirt is clearly visible, along with a green wristwatch. ]
How do you get this thing to rec— Oh! Oh!
[ It's with a sheepish grin that he smiles and waves to the camera. ]
Hey, everyone! Sorry, I was, uh. Having technical difficulties. [ He laughs a little. ] Anyway! I'm, uh, Tommy, and I'm the new guy. Again. I've moved around a lot. It happens. Anyway! So... Uh. I'd like to get to know everyone. How about an ice-breaker? What's your favourite colour? I bet you can't guess mine...

In the end, Florida and California were very similar.
This is, Tommy thought with some amusement, probably blasphemy to my friends back in Angel Grove. But although he liked the city well enough, he hadn't grown up there like they had. No, the East Coast had been his stomping grounds, and Florida did have that as a major difference. And yeah, the culture's very different. Very different. But the weather was the same, and the beaches felt just as good either way. Tommy wriggled his toes into the sand, content to sit on the beach. If he closed his eyes and breathed in the ocean air, he couldn't really tell the difference, anyway.
It was nice, and made him miss his friends a little less while he was here.
He knew he didn't have forever to linger at the beach— he has a job to do, here, and Tommy's never been one to shirk his duties and responsibilities. But the life of a paid worker could wait another half an hour before he had to leave, and in the meantime, Tommy was determined to enjoy the beach. It was that thought that he flopped down, enjoying the sand and the warmth. It really wasn't his fault if he drifted off for a moment...
The sound of voices startled Tommy— he thought he'd been alone at the beach. I must have drifted off, he realizes, and moves to check his wristwatch for the time.
"Ah, crap!"
As it turns out, "a moment" had turned into the entire half hour he'd had left, and now he was going to have to book it if he wanted to make it to work on time. Biting back some less-than-polite words, he grabbed his towel and ran for the bus stop. With any luck, he would make it before his bus took off. With any luck, Tommy thinks with a slightly panicked edge as he runs a little faster. The bus was on the horizon and it's not like Tommy had superspeed, (transportation wouldn't be a problem if I did), but he had determination. It'd have to be enough.
FINAL NOTES:
His power coin is subject to needing recharges from time to time, which I'm planning to offset with the lightning ability— though it's a temporary measure at best, and his coin is still subject to failure at times.
And as one last note, I'm intending on using both the television series and the current comics being developed for canon— and the current comics would push him into a more modern timeframe, rather than being from the 90s. Most of the comics canon stuff is from early in his career as a good Ranger, though.
